Connecticut Man Pleads Guilty in Car Accident, Insurance Scam

A Norwich man pleaded guilty Tuesday to having a role in a car crash insurance scam between 2011 and 2014 in Eastern Connecticut.

Frandy Dugue, 39, pleaded guilty before U.S. District Judge Jeffrey A. Meyer in New Haven to one count of wire fraud stemming from his involvement in an insurance fraud scheme.

According to court documents and statements made in court, between April 2011 and February 2014, Dugue, also known as Jimmy, and others conspired to stage approximately 50 car crashes in Eastern Connecticut for the purpose of defrauding automobile insurance companies.

U.S. Attorney for the District of Connecticut Deirdre M. Daly said a high percentage of the planned crashes were single-vehicle accidents on remote roads where there were no witnesses other than the occupants of the crashed vehicle.

After each staged accident, the defendants filed fraudulent property damage and bodily injury claims with various automobile insurance companies. They then collected payouts on the fraudulent claims from the victim insurance companies. The payouts typically ranged from about $10,000 to about $30,000 per accident, according to authorities.

In pleading guilty, Dugue admitted his personal involvement in a staged automobile crash Dec. 14, 2013 in Killingly. Dugue was arrested on May 20 and was released on bond. He is a citizen of Haiti and a lawful permanent resident of the U.S., according to Daly's office.

Meyer scheduled sentencing for Nov. 1, at which time Dugue faces a maximum prison term of 20 years.

The case is being investigated by the FBI, the Norwich Police Department and the National Insurance Crime Bureau, with the assistance of the Mohegan Tribal Police Department.

Dugue was indicted by a federal grand jury on May 18 with five other people including Carlins Calixte, 32, Jonas Joseph, 32, Pierre Jeudy, 56, and Mackenzy Noze, 31, all of Norwich, and Jacques Fleurijeune, 26, of New London.

Last month, Calixte pleaded guilty to one count of conspiracy to commit mail and wire fraud. He is scheduled to be sentenced Sept. 30.
