Jonathon H. Bloomberg

Mr.Bloomberg focuses on environmental regulatory issues, advising clients on airand water compliance, emissions release reporting, OSHA compliance, land use,wetland regulation, and government environmental review of new projects.

Mr. Bloomberghas represented clients regionally and nationally in air and water permitnegotiations with state and federal regulators. He has provided air and water compliance advice to a wide range ofclients and has represented clients in the successful resolution of allegedregulatory violations and potential citizen-suit litigation. Mr. Bloomberg familiarizes himself with clientoperations by conducting facility walk-throughs. This enables him to work closely with clients to design novel compliancestrategies and to structure nationwide compliance programs.

Inparticular, Mr. Bloomberg has been heavily involved in the preparation ofthe first Final Project Agreement in Minnesota under the EnvironmentalProtection Agency's Project XL Program and finalization of the permitimplementing that Agreement. Thepermit contains flexible and innovative methods for tracking and permitting airemissions at a facility designed to ease regulatory burdens and delays.

Mr. Bloombergalso has assisted many clients with OSHA compliance, implementing workerprotection programs and representing companies in OSHA enforcement actions. He has drafted environmental assessment worksheets forfacility expansion and has assisted in identifying and addressing potentialenvironmental issues related to proposed projects, including issues relating towetland preservation and other land-use regulations. His litigation practice focuses on administrative law, constitutionalissues, environmental review, and Environmental Rights Act cases.

Mostrecently, Mr. Bloomberg was on the negotiating team that finalized amulti-facility settlement under EPA's nationwide New Source Review enforcementinitiative.

Mr. Bloombergreceived his Bachelor of Science degree, cum laude, from the Universityof Minnesota. He received his JurisDoctor degree, magna cum laude (Order of the Coif), from CornellUniversity Law School. He was aneditor of the Cornell Law Review.

Mr. Bloombergis a member of the American Bar Association, Administrative Law and NaturalResources Law sections; and the Minnesota State Bar Association, AdministrativeLaw, Environmental and Natural Resources sections.
